Biography
Documented success in an assortment of progressively more sensitive and complex construction and engineering supervisory leadership and managerial positions in both operational and supporting functions, from direct supervision of construction site operations to the executive office; from small project teams to large, diverse organizations. Six years international project and program management between 1976-2007, including Project Controls Manager and Deputy Program General Manager of Restore Iraqi Oil. Served in management and technical disaster recovery contractor positions for Hurricanes Katrina and Wilma. Authentically professes what he has successfully led and managed for decades in industry, military, and government work, blending academic rigor with practice and a practical approach with academics. Has drawn wide involvement from industry and academic professionals seeking his expertise, at home and abroad.
With close study of American higher educational challenges since the mid-1980s, he knows the most critical function of American universities and professors is transferring knowledge of national values that have proven essential for personal liberty and professional effectiveness. As a matter of law and ethics, open inquiry and freedom of speech remain essential for all American institutions, especially Land Grant universities--teaching know-how, developing economic potential, and contributing to national defense. He is thankful to have a small role in this worthy endeavor.

Hired as consultant or deposed as expert for construction cost; U.S. Government and commercial construction contracting (held unlimited U.S. Government contracting warrant); equipment maintenance management; concrete distress; site drainage; Americans with Disabilities Act Accessibility Guidelines; and forensic geotechnical engineering. Numerous consulting roles, including 2015-2017 for the Purdue Technical Assistance Program (TAP, for Indiana businesses and non-profits).
First formal, rigorously developed instruction delivered 1972. First leadership role for disaster response was directing a dozer team cutting fire lanes in a burning tire graveyard near Wiesbaden, 1976; planned possible LANDSOUTHEAST NATO vehicle deployment to assist with Erzincan earthquake, 1992; directed earth dam inspections and broad logistical preparations for USACE Nashville District Emergency Management's New Madrid Earthquake drill, 1994.
Authored Disaster Recovery Project Management: Bringing Order from Chaos (Purdue U. Press, 2011); co-authored Introduction to Engineering Construction Inspection (Wiley & Sons, 2004); and co-edited and authored chapters in Construction Site Planning and Logistical Operations: Site-Focused Management for Builders (Purdue U. Press, 2015). Authored Recovery Planning for Critical Pandemic-Associated Built Infrastructure, a chapter in Pandemic Planning (CRC, 2012). Lead co-editor for Proceedings of the 10th International Conference for the International Institute for Infrastructure Resilience and Reconstruction: Collaboration for Effective Disaster Mitigation and Response (Purdue Scholarly Publishing, 2014).
Subject Matter Expert to the Associate Boards of AACE-International, 2007-08. Coordinated reciprocity with RICS. Coordinated, reviewed, and edited many AACE technical publications, especially the on-line distance learning program via ConstructNET.
Successfully performed very challenging construction leadership roles in Iraq combat zone: Led the last expats to turn over extensive property in Basra, Iraq, as Deputy Program General Manager of Restore Iraqi Oil program. (Phone interviewed for Purdue professorship while sitting under a conference room table during a rocket attack.) Earlier, Project Controls Manager of 31 professionals (schedulers, estimators, cost engineers, and change managers) for that program in Basra, Iraq, and Houston. Was a principal KBR leader to get Earned Value Management System (EVMS) certified by U.S. Government to ensure the firm could continue to seek federal government work. Performed various on-site functions under US Government contract for 6 intense months of recovery from Hurricanes Katrina and Wilma. Planned some effort for design, deployment, and construction at Djibouti to deliver container village for 2,000 US Marines.
Coordinated Pentagon Army Staff R&D requirements and priorities enabling decision-making for U.S. Army weapon systems ($5 billion FY87) and Procurement ($20 billion FY87) programs, 1987-88. Inspected sites and coordinated and recommended actions for NATO (Turkey) logistical-engineer infrastructure O&M and construction programs, 1990-92. Deputy District Engineer and Deputy Commander of an Army Engineer District of 900 federal employees, $105 million budget (FY93), serving the Cumberland and Tennessee River valleys: mainly directed support activities (contracting, human resources, logistics, resource management, internal review, information management, value engineering, safety, public affairs, and equal employment opportunity); routinely inspected O&M performance at hydropower, natural resources, and lock projects, 1992-95.
Senior Instructor Team Leader at the U.S. Army Engineer School, 1984-86, involving comprehensive revamp and delivery of a five-month, 40-hour/week post-baccalaureate professional course of over 900 hours--scenario-driven and highly integrated--in leadership, personal fitness, civil engineering, construction management, and military skills and tactics. Relying on the well-proven capabilities of the hand-picked training team, educational program change management was so effective that other branch schools revised their instruction to generally match what Engineers did, enabling thousands of Army officers annually to be better educated by following the Engineer School lead. Since 1996, developed and delivered a wide range of higher education, post-baccalaureate professional, and industry training courses, including about 20 two- and four-day management and technical seminars. Director or a team coach for an accredited Construction Management program whose student Commercial Construction team took #1 in ASC Region 3 2000-2005, #2 in nation 2003, #1 in nation 2004 and 2005. Since 1995, developed and delivered baccalaureate construction courses in methods and materials, equipment management, soils, specifications and contracts, cost estimating, scheduling, project management, site planning, cost engineering, organization productivity, and business law; developed and delivered disaster restoration and reconstruction management and demolition management courses. Since 1985 much experience with graduate-level distance learning. Construction Management Graduate Program Chair, 2014-16, 2021-22. Developed and taught or repeatedly lectured in graduate courses for academic writing, research design, logistical management, comprehensive construction project management, and advanced construction management for disaster recovery.
Served in active Army Engineer troop unit leadership roles, 1976-78 (construction and combat heavy), 1979-82 (air assault combat), and 1988-90 (combat and equipment support--largest and most diverse active component engineer battalion). Characterized by extensive operational and administrative planning, including comprehensive supervision of construction operations and rigorous individual and collective training program conception, development, and delivery.

Deposed the construction cost and subcontractor bidding cases. Testified in an ADA case.
Delivered repeated two-day and four-day professional seminars about construction cost engineering, construction project administration, and construction inspection, 2002-10. Provided multiple construction cost and contracting seminars to homebuilding firm to improve their performance, 2002.
Prior to their publication, reviewed textbooks for John Wiley & Sons, Prentice-Hall, and CRC about construction contracting, construction cost estimating, construction equipment, construction project management, and construction productivity.
