Stewart Schreckengast
Dr. Schreckengast is a member of the Graduate Faculty of Purdue University. He conducts undergraduate and graduate courses in aviation safety and security, along with applied research in airport development, safety management and multi-modal security programs. In addition to his extensive knowledge of FAA regulations for airport development and safety management, he has assisted in the development and implementation of International Civil Aviation Organization (ICAO) Annexes 1, 6, 8, 11, 13, 14, 17 and 19. He has extensive experience as a facilitator in workshops for Airport Inspections, Safety Management Systems and Security through symposiums and training conducted for MITRE/CAASD, ICAO, FAA, University of South Australia and Purdue University.
Dr. Schreckengast is a graduate of US Navy Aviation Safety School, Canadian Forces Flight Safety School, Australian Transportation Safety Board and the University of Southern California Safety Courses. He has approximately 4000 flight hours as aircraft commander and flight instructor with extensive international experience.
He is a Board member and Former Council President and District Chairman, Boy Scout of American Sagamore Council covering 16 central Indiana counties. He is an Eagle Scout with Silver Beaver and Award of Merit among his many achievements.

Dr. Schreckengast is a member of the Graduate Faculty and Lecturer for undergraduate and graduate aviation courses. From 2009-2013 he was a Visiting Associate Professor in the Aviation Technology Department of the College of Technology conducting research and development of aviation safety and security technology. His emphasis is airport development and implementation of safety programs. He also conducts ICAO and FAA SMS courses. He continues to support these program through online and classroom courses. Graduates in his programs make substantial contributions in the field of aviation management within aviation industry and government.
2013 – present: University of South Australia, School of Engineering, Aviation Department, Adelaide, South Australia
Dr. Schreckengast is an Adjunct Senior Research Fellow in the School of Engineering, conducting undergraduate and graduate distance learning. From 2013 to 2015 he was a Senior Lecturer in the Aviation Department conducting research and instruction for undergraduate and graduate students in the aviation field. He is currently assisting the Aviation Department in the development of courseware to meet evolving aviation career opportunities. His emphasis is aviation management and aircraft systems with continued research into Safety Management System (SMS) and Accident Investigation. Additionally he was the Chair of the Safety Committee of the University Aviation Flight Academy and a member of the University Work Health Safety Committee.
2006 – 2008: International Civil Aviation Organization (ICAO), Montreal, Canada
Dr. Schreckengast was a Technical Officer in the Office of the Secretary General of ICAO, in the Implementation Support and Development Branch. He provided technical support, training and assistance to ICAO member States in the implementation of ICAO Standards. Specific areas of interest include Aerodromes, Accident Investigation and Flight Operations oversight. He is an ICAO SMS Instructor and graduate of the ICAO Safety Oversight Assessment Training and State Safety Program (SSP). He also worked closely with the ICAO Technical Cooperation Bureau (TCB) in the development of projects and selection of project experts worldwide. This work involved the direct support for COSCAP projects in Asia and Africa and a new Regional Safety Oversight Organization in Eastern Europe. He was directly involved in the Comprehensive Regional Implementation Plan for Aviation Safety in Africa, and was actively involved in the 36th Assembly of member States at ICAO. He was the Membership Chairman for the Montreal Branch of the Royal Aeronautical Society and coordinated numerous lectures and Branch events.
1996 - 2006: The MITRE Corporation, McLean, VA
Dr. Schreckengast was a Senior Consultant with MITRE Corporation, a Federally Funded Research and Development Center (FFRDC) for the FAA, from 2003 to 2006 providing training and project development for SMS along with other aerospace projects. Prior to this, he was a Project Leader from 1996 to 2003 for the MITRE Center for Advanced Aviation Systems Development (CAASD) Airports Certification and Inspection Program conducting research, analysis and project development for domestic and international airport capacity enhancements. He was the primary interface with the Egyptian Civil Aviation Supervisory Authority, providing guidance for Egyptian Airport compliance with ICAO airport certification and initiation of SMS. He developed airport certification programs and trained airport inspectors, conducted annual airport compliance inspection at 14 Egyptian Airports. He was also the primary interface with Egyptian Civil Aviation Security Department, developing Civil Aviation Security Regulations and training program for compliance with ICAO Annex 17. He continues to provide consultancy to MITRE and its international clients.
His airport and security experience included audits in South Korea, Taiwan, Thailand, England, France, Germany, the Netherlands, Uruguay and Argentina. He developed Airline and Civil Aviation Authority Assessment and Assistance Programs for compliance with ICAO Standards and Recommended Practices. Other areas of experience include Human Factors with focus on database analysis and accident investigation, Controlled Flight Into Terrain (CFIT), Runway Incursion Mitigation, Airport Emergency Planning, Airport and Airline Policy and Procedure Manuals, and airspace management.
In addition to his projects in Egypt, he is also actively involved in North and South America, Europe and the Asia Pacific regions. In 2003 and 2004 he conducted airport safety and security training for NASA Glynn in Cleveland Ohio, and for Japanese clients in Washington, D. C. In 2005 he was the Co-chair and airport sector facilitator for the MITRE sponsored Aviation SMS Symposium in Washington DC attended by more than 20 international organizations with nearly 150 conference attendees. He also participated in SMS training for Canadian International Airports. In 2006 he provided Airport Security Management and Equipment Capabilities training for over 35 international clients.
1994 - 1996: Advanced Systems Technology, Fairfax, VA
Dr. Schreckengast was the Senior Aviation and System Safety Analyst for FAA Office of System Safety (ASY 100), conducting research and development of 18 major safety databases to facilitate aviation accident and incident investigations and trend analysis focusing on human factors. This project developed into the FAA National Aviation Safety Data Analysis Center (NASDAC). He conducted several major safety studies related to international commercial airline safety performance standards. Additionally, he developed the prototype automation system security training program for the Office of System Safety and its contractors. During this period he was responsible for the introduction and implementation of automated information systems and their security programs for expanded employee security awareness training.
1973 - 1994: United States Naval Aviator
From 1992-1994 Commander Schreckengast was the Nuclear Aircraft Carrier Safety Officer responsible for shipboard and aviation occupational safety programs for 6000 military and contractor personnel. Prior to that posting, he was an Assistant Professor at the Naval Postgraduate School in the Aviation Safety Department. Commander Schreckengast conducted graduate training in aeronautical engineering and management courses for new aircraft accident investigators and squadron safety officers. His prior duties included training and tactical support for military forces in the Philippines, Naval Air Development Center, and Naval Aviation Squadrons. These tours contained positions of increasing responsibilities relating to aviation safety, accident investigation, chief of maintenance, aircraft and mission commander, and aircraft maintenance and research as a flight test pilot.
Consulting:
As a program manager and project coordinator at MITRE/CAASD and ICAO he developed and managed numerous international aviation contracts along with oversight and implementation of grant and international funding agreements. This includes coordination with the Egyptian Civil Aviation Authority, United States Department of Transportation and the International Facility For Aviation Safety (IFFAS). At Purdue University and the University of South Australia he received internal and external research funding including grants from the governments of Taiwan and Australia.
